CATEGORY RULE

Categories are flexible lanes, not deletion controls.

Categories are classification controls, not deletion controls.

Removing a category never deletes pages, routes, logs, or evidence.

Every category change must leave an alias/receipt for rewind.

The audit should allow new categories before 61R-L assimilation.
