## Purpose
Add flexible add/remove category control for learning loops and autonomous actions, while repairing the 61R-K shell/registry connection.

## Default Categories
- learning-loop

## Category Actions
- addCategory | allowed: true | reversible: true | Add a missing category when the audit discovers a loop/action family that does not fit the current tags.
- removeCategory | allowed: true | reversible: true | Remove or retire a category only from the active classification list. Do not delete routes, pages, history, or archived evidence.
- renameCategory | allowed: true | reversible: true | Rename a category when two labels describe the same loop family. Keep aliases for traceability.
- mergeCategory | allowed: true | reversible: true | Merge categories when they are parallel and compatible. Keep source categories visible as aliases.
- splitCategory | allowed: true | reversible: true | Split a category when it contains too many different behaviors or contradictory loop types.

## Candidate New Categories
- broker-operator-loop: Scoped calls, messages, negotiation, and real-world legwork need their own loop family.
- creative-production-loop: Sketches, video, audio, design, CAD, renderings, and app creation share perform-before-gate behavior.
- completed-action-history-loop: Approved, rejected, gold-starred, archived, and rewound actions need their own learning memory.
- gold-standard-pattern-loop: Gold Star needs a loop that promotes exceptional outputs into reusable standards.
- quarantine-adversarial-learning-loop: Spam, phishing, hidden-fee traps, hostile browser feeds, and adversarial behavior need isolated learning.

## Rules
- Categories are classification controls, not deletion controls.
- Removing a category never deletes pages, routes, logs, or evidence.
- Every category change must leave an alias/receipt for rewind.
- The audit should allow new categories before 61R-L assimilation.
- Autonomous OS Loop Assimilation should use categories as flexible lanes, not rigid boxes.
