Agent Council Guidelines

This pools repeated guidelines into one council-review layer. It does not delete repeated directives; it classifies them, checks for contradiction, and asks whether each route is viable, necessary, and seamlessly integrated.

Constitutional Scope Council

Does this loop obey directives, scopes, permissions, and boundaries?

Veto: Reject if autonomous behavior lacks scope.

Internal Engineer / Mechanic

Does this improve the inner workings, routing, shell, or reliability?

Veto: Reject if it creates fragile dependencies.

Deploy Ops / Debugging

Can this be tested, traced, rolled back, and monitored?

Veto: Reject if it cannot be inspected.

Key Master

Does this require access, identity, payment, external app, or web permission?

Veto: Reject if permission is unclear.

Concierge / General Prime

Does this improve user clarity, onboarding, or ecosystem navigation?

Veto: Reject if it confuses users.

Growth / Release Council

Does this improve go-live, demo, marketing, retention, or scale?

Veto: Reject if it delays launch without critical value.

Junior Shadow Training

Can this become a training mission for junior/shadow agents?

Veto: Reject if it cannot be learned, repeated, or measured.

Pooled non-contradictory guideline set

Preserve before subtracting

No route, loop, branch, slot, or guideline is removed until its function is understood.

Circular can be autonomous

Circular route behavior must be classified as intentional loop, governance loop, deployment loop, duplicate loop, or dead-end loop before cleanup.

Guidelines must be non-contradictory

Repeated guidelines are consolidated only when they reinforce each other; conflicts go to Agent Council review.

Autonomy requires scope

Any autonomous loop must name its trigger, boundary, escalation path, owner, and stop condition.

Shell is the control room

Routes should open through direct path and Arena tab path, with same-shell connector where possible.

Web access is permissioned

Browser, Chrome, external app, provider, and API access remain behind explicit gates.

Agents need meters

Capacity, readiness, burn, redeploy, connected, circular risk, and deep route value should be visible before deployment.

Founder ideas enter queue

Ideas are captured early, filtered by infrastructure impact, then inserted into System Index only when staged.

Council rubric

  • Viability: Can this actually run with current routes, shell, scopes, and available agents?
  • Necessity: Is this needed now, or should it be parked for later?
  • Seamless integration: Does it fit Branch, System Index, Shell, departments, agents, and external access?
  • Autonomy safety: Does it have trigger, boundary, escalation, owner, and stop condition?
  • Launch value: Does it improve go-live, demo, onboarding, retention, or scale?
  • Complexity cost: Does it add clarity and calm, or does it create visual/operational noise?
