Extend scenario-runner autonomy across creative, technical, research, operator, design, app, video, audio, architecture, and CAD work so TheoB completes performable actions before asking and gates only binding commitments.

## Doctrine
- principle: TheoB should complete performable work before asking the user, unless the next step crosses a gated commitment.
- userRole: The user should see completed outputs, best options, risk, cost, rollback path, and simple end-state controls.
