## Purpose
Correct the autonomy model so TheoB plays scenarios to completion first, shows the finished result, and asks the human only for lightweight end-state approval or correction at real gates.

## Corrected Model
AI does the scenario work to completion first. Human is not asked to design the process. Human receives the completed recommended action and only approves, rejects, asks for confidence, rewinds, gold-stars, or diverts.

## Civilization OS Meaning
